Interdisciplinary Approaches for Improving the German EMS System

Abstract: The Emergency Medical Service (EMS) system in Germany is mainly responsible for
emergency services and transports of patients with the attendance of emergency medical
assistants. Therefore, different planning problems arise, for example the (optimal) number
and location of ambulances and bases is of interest as well as schedules and routes for the
patient transports. In addition, as each federal state has actually a slightly different EMS
system as well as its own EMS law and is again divided into smaller EMS regions, the design
of those regions can also be improved using operations research (OR) methods.
For an application in practice interdisciplinary approaches are necessary. OR methods alone
do not help, they must be embedded into suitable information systems. For these to actually
improve the system‘s performance in practice it is necessary to understand the decision
making process, the amount of information that can be handled and additional requirements
like the demand for alternative solutions to choose from, for example.
In this talk several planning problems arising for the German EMS system as well as possible
approaches for solving them are presented. In addition, ideas for designing user assistance
and decision support systems are discussed.
